You're right to feel bad - but you're also right to do what's best for you. Try to not string the original people along while you deal with the new negotiations on the property. The best you can do is (if possible) agree a price and get the survey done in as short a time as possible.

The fact that the house you've agreed to buy is not occupied definitely eases the conscience!

Thing's change. Until you sign the contract you are free to do as you wish. I would not be too worried about this at all. Just explain that something has come up and you are not proceeding. 30 seconds acute embarassment and you're done.
